U.S. and Canadian accident investigators are urging their governments to impose new safety rules on so-called oil trains, warning that a "major loss of life" could result from an accident involving the increasing use of trains to transport large amounts of crude oil.
Pipeline supporters said the unusual joint warning by the U.S. National Transportation Safety Board and the Transportation Safety Board of Canada highlights the need for Keystone XL, which would carry oil derived from tar sands in western Canada to refineries on the U.S. Gulf Coast. Oil started flowing Wednesday through a southern leg of the pipeline from Oklahoma to the Houston region.

Advisors' Opinion:- [By Ben Levisohn]
Over the past several weeks, [Nu Skin Enterprises (NUS)], a major publicly-traded multilevel marketing (MLM) competitor to Herbalife, began its long-awaited introduction of a new weight management product line to its distributors, located primarily in Asia and the U.S. As a follow up, we conducted discussions with many of our senior-level distributor contacts in the Herbalife organization located in these regions to determine the potential impact on Herbalife own weight management (i.e., Formula 1 shakes) sales. Based on our feedback, we believe Herbalife sales momentum has not skipped a beat, with almost all the distributors we spoke with indicating there was not even a slight deceleration in their business since the Nu Skin TR90 product launch.

Monday's Volume: 2 million
Three-Month Average Volume: 900,802
Volume % Change: 85%From a technical perspective, NUS ripped higher here right above some near-term support at $85 with heavy upside volume. This move pushed shares of NUS into breakout and new 52-week-high territory, since the stock took out some near-term overhead resistance levels at $88.20 to $89.69. This move also pushed shares of NUS above the upper-end of its recent range that saw the stock trend between $82 to just above $89.
Traders should now look for long-biased trades in NUS as long as it's trending above support at $85 and then once it sustains a move or close above Monday's high of $93.33 with volume that this near or above 900,802 shares. If we get that move soon, then NUS will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside targets off that move are $100 to $105.

Shares of Nu Skin (NUS) continue to plunge after the Wall Street Journal reported that China would investigate allegations that the multi-level marketer is a pyramid scheme.
ReutersYesterday, the People’s Daily ran a story accusing the company of using sales techniques that bordered on brainwashing. While the story can be easily dismissed–and was–the fact that China is investigating cannot.
So says Canaccord Genuity’s Scott Van Winkle and Mark Sigal, who downgraded Nu Skin to Hold from Buy today. They write:
While we found yesterday article to be the type of complaint multi-level marketers often face, we believe that any government investigation in China opens questions that we can forecast. Even with laws to provide a path, we don believe that anyone can predict the Chinese government in this instance.
Lowering rating to HOLD from Buy to reflect a new level of risk in China, which at roughly one-third of our 2013 revenue forecast is a large enough market to significantly impact not only the financial results but also the valuation.
Nu Skin has plunged 20% to $92.52 today at 10:51 a.m., and has dragged down other multi-level marketers with it. Herbalife (HLF) has dropped 5.9% to $74.74, while Usana Health Sciences (USNA) has fallen 9.1% to $59.77.
Maybe it’s because China is a heck of a lot bigger than Belgium? Remember, back in December, a Beligian court ruled that Herbalife was not a pyramid scheme, which had some bulls acting as if the debate was decided. China, however, is a much bigger beast, and if it come to the conclusion that Nu Skin is indeed a pyramid scheme, it’s not impossible that the issue will become front and center for other multi-level markers again.
I’ll leave you with a piece of a Citron Research report on Nu Skin from Oct 2013, that reminded investors that China’s newspapers were already looking into the case of Nu Skin even as

Advisors' Opinion:- [By Anna Prior]
Stage Stores Inc.(SSI) said it agreed to sell its Steele’s retail stores to financial services firm Hilco Global later this year, which contributed to a drop in fiscal fourth-quarter earnings. The top line missed expectations, and the sales view for the year also fell below the consensus view.

On Friday, Stage Stores (NYSE: SSI ) will release its latest quarterly results. The key to making smart investment decisions on stocks reporting earnings is to anticipate how they'll do before they announce results, leaving you fully prepared to respond quickly to whatever inevitable surprises arise. That way, you'll be less likely to make an uninformed knee-jerk reaction to news that turns out to be exactly the wrong move.

Stage Stores (NYSE: SSI) was also up, gaining 13.47 percent to $22.41 after the company reported Q4 results and announced the sale of its Steele's off-price division to a new retail unit of Hilco Global.

Another earnings short-squeeze prospect is specialty department store retailer Stage Stores (SSI), which is set to release numbers on Thursday before the market open. Wall Street analysts, on average, expect Stage Stores to report revenue of $397.57 million on earnings of 53 cents per share.

The current short interest as a percentage of the float for Stage Stores is pretty high at 11.6%. That means that out of the 30 million shares in the tradable float, 3.58 million shares are sold short by the bears. The bears have also been increasing their bets from the last reporting period by 4.2%, or by about 145,000 shares. If the bears get caught pressing their bets into a bullish quarter, then shares of SSI could easily surge sharply higher post-earnings as the shorts jump to cover some of their positions.
From a technical perspective, SSI is currently trending above its 50-day moving average and just below its 200-day moving average, which is neutral trendwise. This stock has been trending sideways and consolidating for the last three months and change, with shares moving between $17.51 on the downside and $20.32 on the upside. Any high-volume move above the upper-end of its recent range post-earnings could trigger a big breakout trade for shares of SSI.
If you're bullish on SSI, then I would wait until after its report and look for long-biased trades if this stock manages to break out above some near-term overhead resistance levels at $19.91 to $20.32 a share with high volume. Look for volume on that move that registers near or above its three-month average action of 233,200 shares. If that breakout begins post-earnings, then SSI will set up to re-test or possibly take out its next major overhead resistance levels at $23 to $25 a share.
I would simply avoid SSI or look for short-biased trades if after earnings it fails to trigger that breakout and then takes out some key

Advisors' Opinion:- [By Jeremy van Loon]
Encana Corp. (ECA), the natural gas producer selling assets after losing half its value since 2010, is being urged by investors to cut its dividend and focus on profitable projects in the U.S. and Canada.

Realizing the error of its ways — i.e. spinning off its oil division as Cenovus (CVE) in 2009 — EnCana (ECA) has been spending much of the past year reinventing itself as a more balanced energy play rather than a strictly natural gas one. That has meant adding more liquids and shale oil back into its production mix.

Earlier this year, after almost a year of active but unsuccessful marketing of a Mississippian Lime Joint Venture and following several mixed test results, Encana Corporation (ECA) designated its ~320,000 net Mississippian Lime acres in Kansas for sale. In July, Encana followed with a decision to divest its remaining acreage in Osage County in Oklahoma, including seven producing wells.

If we were to pinpoint a company thatembodiesthissuccessas of late, it's First Solar (NASDAQ: FSLR ) . It just sold a 139 megawatt facility toutilitygiant -- and large coal consumer -- Southern (NYSE: SO ) , and recently signed a power purchase deal with El Paso Electric (NYSE: EE ) that will supply El Paso with electricity for half what it pays for power from coal. These deals also come with the announcement that the company upped guidance earlier in April which sent share prices up by 46% in one day.

It may have been a long time coming, but the technology for renewable fuels is very close to the point that they can can compete on the open market against traditional energy sources. First Solar just recently announced a deal with El Paso Electric (NYSE: EE ) that it will sell electricity to El Paso from its Macho Springs solar facility for 5.79 cents per kilowatt hour, less than half what El Paso pays for electricity from coal. Also, the Federal Energy Regulation Commission has stated that 83% of all additional energy generation in the U.S. for Q1 2013 came from either wind or solar facilities. Perhaps the route to developing better solutions wasn't the smoothest, but it's hard to deny the overall outcome.
