The settlement requires Apple -- makers of the iPad and iPhone -- to offer full refunds "for any charges by a minor that are unauthorized," says FTC Chairwoman Edith Ramirez in a press conference Wednesday.
The deal also mandates Apple updates its billing practices to ensure it has express content from users before charging them for content within apps.
"This settlement is a victory for consumers harmed by Apple's unfair billing, and a signal to the business community: whether you're doing business in the mobile arena or the mall down the street, fundamental consumer protections apply," said Ramirez.
The deal stems from purchases made within apps by kids using a smartphone or tablet. In most cases, the purchases are racked up without their parents' consent.

Simon Dawson/Bloomberg via Getty Images TORONTO -- BlackBerry reported a quarterly loss of nearly $1 billion Friday, in line with last week's warning, days after accepting its largest shareholder's tentative $4.7 billion bid to take it out of the public eye. BlackBerry (BBRY), which had warned of poor results on Sept. 20, said its net loss for the second quarter ended on Aug. 31 was $965 million, or $1.84 a share. Revenue fell 45 percent to $1.6 billion from a year earlier. The loss included a writedown of about $934 million for unsold Z10 phones, a touchscreen model that the company had hoped would reverse its fading fortunes. The phone has sold badly with business and consumer customers alike. "This write-off is very real," said Morningstar (MORN) analyst Brian Colello. "They bought a lot of inventory hoping to sell it. The auditors were not convinced that BlackBerry can sell it or sell it at prices that the company was hoping for. We see no reason to be more optimistic than them." Excluding the Z10 writedown and restructuring costs, BlackBerry reported a loss of $248 million, or 47 cents a share. The company plans to shed 4,500 jobs, or more than one-third of its workforce, as it shrinks to focus on corporate and government customers. It will not host the typical post-results call for investors after signing a tentative $9-a-share agreement to be acquired by a consortium led by Fairfax Financial, its largest shareholder, Monday. The Waterloo, Ontario-based company's steep revenue decline and mounting losses have revived fears that BlackBerry, a pioneer in the smartphone sector, faces an ignominious death. "We are very disappointed with our operational and financial results this quarter and have announced a series of major changes to address the competitive hardware environment and our cost structure," Chief Executive Officer Thorsten Heins said in the earnings statement. BlackBerry said Heins wasn't available for an interview. The company said it

Daniel Acker/Bloomberg via Getty Images NEW YORK -- Amazon's trademark smile icon is becoming more of a grimace. The world's largest online retailer reported a wider third-quarter loss than analysts expected and gave a disappointing holiday forecast. Investors are increasingly irked by Amazon's strategy of investing heavily in new products and services to spur revenue growth while reporting quarter after quarter of losses or thin profit. Amazon's (AMZN) stock price tumbled 11 percent after the results came out Thursday. That's on top of the 22 percent decline the stock has already suffered this year. Chief Financial Officer Thomas Szkutak said the company had to be "selective" in taking on new projects. For years, Amazon's strategy has been spending the money it makes to grow and expand into new areas. It launched a smartphone, the Fire, this summer and has been offering a set-top video-streaming device, a streaming video service and several tablets and e-book readers. The company has also been investing in services for its $99-a-year loyalty program, Prime. It has added a grocery delivery services and music streaming for Prime members as well as offering original TV shows such as the critically acclaimed "Transparent" starring Jeffrey Tambor. But all of those initiatives cost money and time to develop. And not all of them have been hits. The company's splashy launch of its Fire phone was quickly followed by mediocre reviews and a steep price cut to entice buyers. Amazon said it took a charge of $170 million related to "inventory evaluation and supplier commitment costs" for the Fire, although it didn't give further details. Amazon has about $83 million of Fire phone inventory at the end of the quarter. So investors are increasingly signaling that Amazon needs to work harder at turning a profit. "The market was looking for more in terms of revenue and operating income and the fourth-quarter outlook," said Morningstar (MORN) analyst R.J. Hottovy. "It

Advisors' Opinion:- [By Patricio Kehoe] s largest brewer (with about 80% of the market share) and No. 2 in the Argentine market, behind Quilmes, which owns 75% of that market. With investment gurus Jim Simons (Trades, Portfolio) and Manning & Napier Advisors buying the company shares this past quarter, I believe this company business model is worth a deeper look.
Running the Market
As the only brewer in Chile with a nationwide distribution network, United Breweries benefits from significant economies of scale, in addition to its brand power. The company product portfolio not only features the Cristal beer brand, but also includes wine, spirits and company-owned non-alcoholic beverages. In addition to this, the firm benefits from licenses to sell PepsiCo Inc. (PEP) and Heineken beverages, while also importing Anheuser Busch Inbev SA (ADR) (BUD) Budweiser beer to Chile and Argentina. This strong market position has allowed the firm to generate excess returns on invested capital above 20%, making it an attractive investment.
Furthermore, United Breweriesbusiness model is focused on market expansion, and in 2013 the company raised 15% of its market capital (CLP 340 billion) in order to fun acquisitions in Paraguay and Argentina. This latter country has been particularly endorsing the firm growth, boosting 2006 16% market share to 23% in 2012. This raise is probably due to the CLP 27 billion that the brewer spent on capital expenditures in Argentina. Looking forward, the company is set on expanding its core businesses by targeting the non-alcoholic Argentine market, the Chilean snack and dairy industry, as well as expanding into nearby markets of Peru, Uruguay, Colombia or Ecuador. And although the risk of an overpayment for acquisitions remains, I believe the company cost advantage in serving the Southern region of Chile will allow for margins to stay intact.
Valuation and Risks
Nevertheless, United Breweriesmarket dominance in Chile t

OK, my last bullish call on ZBB Energy Corporation (NYSEMKT:ZBB) didn't work out so well. It looks like it was just too soon to expect a bounce from ZBB back on April 2nd when it was still in the shadow of a huge runup and a subsequent pullback. The dust has fully settled now, however, and most of the clues are now pointing in a bullish direction.

If you are partial to Canadians, or just a little nervous about securing your gold, Sprott Physical Gold Trust (NYSEMKT: PHYS ) is another viable option. Gold is stored at the Royal Canadian Mint, and I think monthly dusting and shining of the bars is included in Sprott's 0.42% management fee.
