Stocks took no time getting back to work after the long weekend today as the Dow Jones Industrial Average (DJINDICES: ^DJI  ) was flying out of the gate this morning. The blue chips were up more than 200 points before 10:30 a.m., but cooled off later in the day to finish up 106 points, or 0.7%. The gains were driven by two key pieces of economic data showing strong jumps and central banks in Europe and Japan indicating that lax monetary policies will remain in place. The gains were enough to give the Dow another all-time closing high.

Coming out before markets opened, the Case-Shiller 20-City Index showed the biggest gain in home prices in seven years, jumping 10.9% in March from a year ago, ahead of expectations of 10.2% gain. Though the news is two months old, it shows that the spring home-buying season has added further fuel to the housing recovery. Prices in the west including Phoenix, Las Vegas, and San Francisco grew the fastest.

Later in the morning, the consumer confidence report from the Conference Board showed an increase from 68.1 in April to 76.2 in May, easily topping projections of 72.5. The rating was the highest for the month of May since before the recession and its measurement of consumer attitudes hit its highest mark since February 2008.

The pharmacy chain will join 17 other large employers on the Aon Hewitt Corporate Health Exchange as part of a growing movement to offer employees fixed dollar amounts to purchase their own plans on such exchanges. The end-cost to employees depends on the plan chosen, but they typically get more options than under traditional arrangements. Private exchanges mimic the coverage mandated as part of the Affordable Care Act. Enrollment in the public exchanges starts Oct. 1. "What happens to employer contributions over time? Will they put in as much as they put in the past? These are unanswered questions but potential negatives," says Paul Fronstin, a senior research associate with the Employee Benefit Research Institute. The benefit to Walgreen and other employers is unknown at this point, as their cost-savings aren't clear. Of the 180,000 Walgreen (WAG) employees eligible for health care insurance, 120,000 opted for coverage for themselves and 40,000 family members. Another 60,000 employees, many of them working part-time, weren't eligible for health insurance. Aon Hewitt (AON) says other participants in its program include retailer Sears Holding (SHLD) and Darden Restaurants (DRI). The move follows several data breaches at U.S. companies including one at Target (TGT) late last year involving the theft of about 40 million credit and debit card records. "The move by MasterCard just enhances the sense of security for people at a time when it has been shaken up significantly in recent times," said Gil Luria, an analyst with Wedbush Securities. Zero-liability protection currently covers card transactions that require a customer's signature but doesn't apply if an account holder's personal identification number, or PIN, was used for unauthorized transactions. The new policy will take effect in October. Zero-liability protection means the account holder won't be held responsible for unauthorized transactions. Larger rival Visa's (V) zero-liability policy doesn't apply to PIN-based and ATM transactions, according to information available on the company's website. "The changes that we're making in cardholder protection combined with our efforts to move the U.S. payments industry to EMV chip technology will help deliver safer shopping experiences to consumers," said Chris McWilton, president of North American markets for MasterCard. The two companies have urged banks and retailers to meet an October 2015 deadline for the adoption of "EMV" chip technology that would make it safer to pay with plastic. "This all comes back to the adoption of EMV. Of all the cards that are breached at ATMs, a majority of them are non-EMV cards. This is just another way for the company to impress upon the importance of quickly adopting EMV cards," said Philip Philliou, managing partner of Philliou Partners, a firm that helps banks and retailers select payment processors.
