Nasdaq OMX Group Inc. closed the sixth-largest U.S. options exchange more than five hours early because of a technical error, the latest malfunction to disrupt trading this week.

The Nasdaq Options Market, which handled 8.1 percent of American trading in September, was shut at 10:36 a.m. New York time and didn�� reopen because a ��ignificant increase in order entries inhibited the system�� ability to accept orders and disseminate quotes��for some contracts, the company said. Trading continued on the 11 other U.S. venues, including two owned by New York-based Nasdaq.

The mishap followed others earlier in the week. An Oct. 30 malfunction interrupted data transmission at Deutsche Boerse AG (DB1)�� International Securities Exchange, while Nasdaq was unable to distribute prices for its benchmark stock indexes for almost an hour on Oct. 29. The breakdowns refocused concern that the distribution of trading over dozens of mostly automated venues has made U.S. securities markets fundamentally flawed.

Congress has a hot topic on its hands this summer. A proposed immigration reform bill is making its way through the halls of Capitol Hill. While lawmakers argue the pros and cons of the legislation on immigration, the bill also would make a major impact on health care in the U.S. �

More spending
According to the Congressional Budget Office, around 8 million unauthorized residents would gain legal status and 10.4 million additional residents would be added to the U.S. by 2023. The CBO says that federal spending will increase by $262 billion over the next decade due largely to refundable tax credits and higher health care spending.

That higher health care spending goes primarily to two areas: Obamacare and Medicaid (including the Children's Health Insurance Program, or CHIP). Additional spending on Obamacare health insurance exchange subsidies will amount to $82.3 billion through 2023, according to the CBO, with another $5 billion hit from lower revenue. Medicaid and CHIP will require $29.3 billion added spending during the same period with the proposed immigration reform.

    One under-$10 technology player that's starting to look poised for higher prices is MeetMe (MEET! ), which is a social network for meeting new people in the US and the public market leader in social discovery. This stock has been beaten-down by the bears so far in 2013, with shares off by 46%.

    If you take a look at the chart for MeetMe, you'll notice that this stock has been trending sideways and consolidating for the last month and change, with shares moving between $1.50 on the downside and $2.05 on the upside. Shares of MEET are now starting to spike higher right off its 50-day moving average. That spike is starting to push shares of MEET within range of triggering a near-term breakout trade above a key downtrend line that started back in early August.

    Traders should now look for long-biased trades in MEET if it manages to break out above some near-term overhead resistances levels at $1.96 to its 200-day moving average at $2.06 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 812,971 shares. If that breakout triggers soon, then MEET will set up to re-test or possibly take out its next major overhead resistance levels at $2.27 to $2.76 a share. Any high-volume move above those levels will then give MEET a chance to tag $3.20 to $3.50 a share.

    Traders can look to buy MEET off weakness to anticipate that breakout and simply use a stop that sits right below some near-term support levels at $1.70 or $1.60 a share. One can also buy MEET off strength once it takes out those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

The Company produces lubricants, stabilizers, impact modifiers and process aids used in the production of compounds, and which are part of the typical compound formulations. The majority of its additives and plasticizers are consumed internally.

Building Products Segment

The Window and Door Profiles and Mouldings Products have a level of customization based on customer specifications, whereas Outdoor Building Products are based more on industry standards. The Company manufactures and extrude vinyl window profiles, including frames, sashes, trim and other components, as well as vinyl patio door components and fabricated patio doors, which are sold primarily to window and door fabricators. I! ts sales ! are primarily to the custom segment of the vinyl window profile market with the profile design customized to a window fabricator's specific requirements. It manufactures and markets extruded decorative mouldings and millwork. Its decorative trim products are used for interior mouldings, such as crown, base and chair rail. For exterior mouldings, its products are used in applications, such as brick mouldings, and as components used in the fabrication of doors, windows and spas. This product line includes a series of offerings, such as bendable trim and paintable/stainable trim.

The Company�� outdoor building products (OBP) include siding; pipe and pipe fittings; and deck, fence, and rail. It manufactures vinyl siding, and it also offers a range of accessories, including vinyl soffit, aluminum soffit, fascia and trim and molded vent mounts and exterior shutters. These additional product offerings to its existing offerings include rich, dark, color-fast shades, as well as a siding system, which enables siding panels to withstand harsh wind conditions. Aromatics Seg! ment

The aromatics segment is integrated and consists of cumene and phenol/acetone products. Phenol/acetone products are co-products made from cumene in the same production process. The Company�� aromatic products are primarily commodity based products. It operates cumene plant located in Pasadena, Texas. About 28 % of its cumene was consumed internally, during 2012, to produce phenol and acetone. Cumene is used as an intermediate to make phenol and acetone and specialty chemicals and can be sold as an additive for gasoline blending.

Phenol is sold to a base of customers who are producers of a range of phenolic resins, engineering plastics and specialty chemicals. Phenolic resins are used as adhesives for wood products, such as plywood and Oriented Strand Board (OSB). Engineering plastics are used in compact discs, digital video discs, automobiles, household appliances, electronics and protective coating applications. It also sells phenol for use in insulation, electrical parts, oil additives and chemical intermediates. Acetone is a chemical used primarily in the production of acrylic resins, engineering plastics and industrial solvents. The Company sells the majority of its acetone into the acrylic resins market, where it is used in the manufacture of various plastics and coatings used for signage, automotive parts, household appliances, paints and industrial coatings. Oil Sands

This segment also includes the Atha! basca natural gas assets and projects in the early stages of development, such as Grand Rapids and Telephone Lake. Certain of the Company�� operated oil sands properties, notably Foster Creek, Christina Lake and Narrows Lake, are jointly owned with ConocoPhillips. As of December 31, 2012, it had bitumen rights of approximately 1,469,000 gross acres (1,097,000 net acres) within the Athabasca and Cold Lake areas, as well as the exclusive rights to lease an additional 478,000 net acres areas on the Cold Lake Air Weapons Range on its behalf and/or its assignee�� behalf.

As of December 31, 2012, there were 56 wells producing. It operates an 80 megawatt natural gas-fired cogeneration facility in conjunction with the SAGD operation at Foster Creek. The steam and power generated by the facility is presently being used within the SAGD operation and the excess power generated is being sold into the Alberta Power Pool. It has 50% interest in Christina Lake, an oil sands property in northeast Alberta that uses SAGD technology and produces from the McMurray formation. The Company holds 50% interest in Narrows Lake, an oil sands property within the Christina Lake Region in northeast Alberta. The project includes gross production capacity of 130,000 barrels per day (bbls/d) of bitumen to be developed in up to three phases, with the first phase expected to have production capacity of approximately 45,000 barrels per day of bitumen. Using a pattern, horizontal well polymer flood, it produces heavy crude oil from the Cretaceous Wabiskaw formation at its Pelican Lake property, which is located within the Greater Pelican Region in northeast Alberta. During 2012, it drilled 76 heavy oil wells. The Company holds a 38% non-operated interest in 110 kilometers, 20-inch diameter crude oil pipeline, which connects the Pelican Lake area to a pipelin! e that tr! ansports crude oil from northern Alberta to crude oil markets.

The Company�� new resource play assets include oil sands properties. Its Grand Rapids property is located in the Greater Pelican Region in northeast Alberta, where deposits of bitumen have been identified in the Cretaceous Grand Rapids formation. Its Telephone Lake property is located in the Borealis Region in northeast Alberta. The Steepbank and East McMurray properties are also located in the Borealis Region, southwest of Telephone Lake. It produces natural gas from the Cold Lake Air Weapons Range and several surrounding landholdings located in northeast Alberta and hold surface access and natural gas rights for exploration, development and transportation from areas. The majority of its natural gas production in the area is processed through wholly owned and operated compression facilities.

Conventional

Conventional segment includes the development and production of conventional crude oil, NGLs and natural gas in Alberta and Saskatchewan. It includes the carbon dioxide enhanced oil recovery project at Weyburn and emerging tight oil opportunities. As of December 31, 2012, it had an established land position of approximately 4.9 million gross acres, of which approximately 3.2 million gross acres are developed. The mineral rights on approximately 59% of its net landholdings are owned in fee title by Cenovus. It leases Crown lands in some areas in Alberta, mainly in the Early Cretaceous geological formations, primarily in the Suffield and Wainwright areas.

The Company holds interests in multiple zones in the Suffield, Brooks North, Langevin, Drumheller, and Wainwright areas in southern Alberta with a mix of medium and heavy crude oil production. Development in these areas focuses on infill drilling, optimization of existing wells and other specialized oil recovery methods. It operates water handling facilities to manage oil production. In the unitized portion of the Weyburn crude oil field ! in southe! ast Saskatchewan, it has 62% working interest. The Weyburn unit produces light and medium sour crude oil from the Mississippian Midale formation and covers 78 sections of land. As of December 31, 2012, approximately 90% of the approved CO2 flood pattern development at the Weyburn unit was completed. It holds interests in multiple zones in the Suffield, Brooks North, Langevin and Drumheller areas in southern Alberta.

Refining and Marketing

Refining and marketing segment is focused on the refining of crude oil products into petroleum and chemical products at two refineries located in the United States. The refineries are jointly owned with and operated by Phillips 66. This segment also markets Cenovus�� crude oil and natural gas, as well as third-party purchases and sales of product that provide operational flexibility for transportation commitments, product type, delivery points and customer diversification.

Through WRB Refining LP (WRB), the Company has 50% ownership interest in both the Wood River and Borger Refineries located in Roxana, Illinois and Borger, Texas respectively. ConocoPhillips is the operator and manager of WRB. As of December 31, 2012, the Wood River refinery had a processing capacity of approximately 306,000 barrels per day of crude oil, including approximately 110,000 barrels per day of heavy crude oil. It processes light low-sulphur and heavy high-sulphur crude oil that it receives from North American crude oil pipelines to produce gasoline, diesel and jet fuel, petrochemical feedstocks and asphalt. As December 31, 2012, the Borger Refinery had a processing capacity of approximately 146,000 barrels per day of crude oil, including approximately 35,000 barrels per day of heavy crude oil, and approximately 45,000 barrels per day of NGLs. It processes crude oil and NGLs that it receives from North American pipeline systems to produce gasoline, diesel and jet fuel along with NGLs and solvents.

The Company's Marketing group is focused ! on enhanc! ing the netback price of its production. It manages the transportation and marketing of crude oil for its upstream operations. It also manages the marketing of its natural gas, which is primarily sold to industrials, other producers and energy marketing companies.

Its intrastate transportation and storage segment focuses on the transportation of natural gas to major markets from various proli fic natural gas producing areas through connections with other pipeline systems, as well as through its Oasis pipeline, its East Texas pipeline, its natural gas pipeline and storage assets that are referred to as ET Fuel System, and its HPL System. The major customers on its intrastate pipelines include Natural Gas Exchange, Inc., EDF Trading North America, Inc., XTO Energy, Inc. and ConocoPhillips.

Interstate Transportation Segment

Through the Companys interstate transportation segment, it owns and operates approximately 12,600 miles of interstate natural gas pipeline and has a 50% interest in the joint venture that owns the 185-mile Fayetteville Express pipeline. The major customers on its interstate pipelines include Chesapeake Energy Marketing, Inc., EnCana Marketing (USA), Inc. (EnCana), Shell Energy North America (US), L.P. and Pacific Summit Energy LLC.

Midstream Segment

Through the Companys midstre! am segmen! t, it own s and operates approximately 6,700 miles of in service natur! al gas ga! thering pipelines, two natural gas processing plants, 15 natural gas treating facilities and 15 natural gas conditioning facilities. Its midstream segment focuses on the gathering, compression, treating, blending, processing and marketing of natural gas, and its operations are concentrated in major producing basins and shales, including the Austin Chalk trend and Eagle Ford Shale in South and Southeast Texas, the Permian Basin in West Texas and New Mexico, the Barnett Shale in North Texas, the Bossier Sands in East Texas, the Uinta and Piceance Basins in Utah and Colorado, the Marcellus Shale in West Virginia, and the Haynesville Shale in East Texas and Louisiana. It markets natural gas on its pipeline systems in addition to other pipeline systems. The major customers on its midstream pipelines include Enterprise Products Partners L.P. (Enterprise) and Chevron Phillips Chemical Company LP.

Natural Gas Liquid (NGL) Transportation and Services Segment

NGL transportation pipelines transport mixed NGLs and other hydrocarbons from natural gas processing facilities to fractionation plants and storage facilities. NGL storage facilities are used for the storage of mixed NGLs, NGL products and petrochemical products owned by third-parties in storage tanks and underground wells, which allow for the injection and withdrawal of such products at various times of the year to meet demand cycles. NGL fractionators separate mixed NGL streams into purity products, such as ethane, propane, normal butane, isobutane and natural gasoline.

Through its NGL transportation and services segment it own and operate approximately 300 miles of NGL pipelines and have a 50% interest in the Liberty pipeline, an approximately 85-mile NGL pipeline. It also have a 70% interest in Lone Star, which owns approximately 2,000 miles of NGL pipelines, three NGL processing plants, two fractionation facilities and NGL storage faci! lities wi! th aggregate workin g storage capacity of approximately 47 million Bbls.

Re! tail Marketing Segment

The Companys retail marketing and wholesale distribution business segment consists of Sunoco's marketing operations, which sell gasoline and middle distillates at retail and operates convenience stores in 25 states, primarily on the east coast and in the midwest region of the United States. The highest concentrations of outlets are located in Connecticut, Florida, Maryland, Massachusetts, Michigan, New Jersey, New York, Ohio, Pennsylvania and Virginia.

All Other

ETP owns 100% of the membership interests of Energy Transfer Group, L.L.C. (ETG), which owns all of the partnership interests of Energy Transfer Technologies, Ltd. (ETT). ETT provides compression services to customers engaged in the transportation of natural gas, including its other segments. The Company also owns all of the outstanding equity interests of a natural gas compression equipment business with operations in Arkansas, California, Color ado, Louisiana, New Mexico, Oklahoma, Pennsylvania and Texas.

    This question really piqued my interest. Intuitively, I felt like it was probably true, but I didn’t want to answer the question until I could dig into it a bit more. I thought it would be interesting to have a look at the historical performance of a few publicly-traded general partners versus their limited partner to find out if that hypothesis is supported.

    Consider Kinder Morgan Energy Partners (NYSE: KMP) and its general partner Kinder Morgan  (NYSE: KMI). Over the past year, KMI did indeed outperform KMP, but if we track performance back to the IPO of KMI on Feb. 10, 2011 — KMP outperformed KMI during significant time periods. But both generally tracked each other quite closely in terms of returns.


    Next consider Energy Transfer Partners (NYSE: ETP) and Energy Transfer Equity ! (NYSE: ET! E), which owns the general partner and went public in 2006. ETE has significantly outperformed ETP since its IPO, particularly over the past four years:

Arabian American Development Company, incorporated in 1967, is engaged in manufacturing various specialty petrochemical products. As of December 31, 2011, the Company owned a 37% interest in Al Masane Al Kobra Mining Company and a 55% interest in Pioche Ely Valley Mines, Inc (PEVM). The Company's United States activities are primarily conducted through a wholly owned subsidiary, Texas Oil and Chemical Co. II, Inc. (TOCCO). TOCCO owns of South Hampton Resources Inc. (South Hampton), and South Hampton owns of Gulf State Pipe Line Company, Inc. (Gulf State).

South Hampton owns and operates a specialty petrochemical facility near Silsbee, Texas, which produces petrochemical solvents and other petroleum based products, including isopentane, normal pentane, isohexane and hexane, which is used in the production of polyethylene, packaging, polypropylene, expandable polystyrene, poly-iso/urethane foams, and in the catalyst support industry. Gulf State owns and opera tes three pipelines that connect the South Hampton facility to a natural gas line, to South Hampton's truck and rail loading terminal and to a petroleum products pipeline owned by an unaffiliated third party.

South Hampton owns and operates a specialty petrochemical facility near Silsbee, Texas which is approximately 30 miles north of Beaumont, Texas, and 90 miles east of Houston. The facility consists of seven operating units which, while interconnected, make distinct products through differing processes: a Penhex Unit; a Reformer; a Cyclo-pentane Unit; an Aromax Unit; an Aromatics Hydrogenation Unit; a White Oil Fractionation Unit, and a Hydrocarbon Processing Demonstration Unit.

Gulf State owns and operates three 8-inch diameter pipelines aggregating approximately 50 miles in length connecting South Hampton's faci! lity to: a natural gas line, South Hampton's truck and rail loading terminal and a petroleum products pipeline system owned by a n unaffiliated third party. The Penhex Unit has the capacity! to process approximately 6,700 barrels per day, with the Reforming Unit, the Aromax Unit, and the Cyclo-Pentane Unit further processing streams produced by the Penhex Unit. The Aromatics Hydrogenation Unit has a capacity of approximately 400 barrels per day, and the White Oils Fractionation Unit has a capacity of approximately 3,000 barrels per day. The Hydrocarbon Processing Demonstration Unit has a capacity of approximately 300 gallons per day. The facility generally consists of equipment commonly found in petrochemical facilities, such as fractionation towers and hydrogen treaters except the facility is adapted to produce specialized products. South Hampton produces eight distinct product streams and markets several combinations of blends as needed in various customers' applications.

The Reformer and Aromax units are operated as needed to support the Penhex and Cyclo-pentane Units. The other two operating units at the plant site, an Aromatics Hydrogenation Unit and a White Oils Fractionation Unit, are operated as two, independent and completely segregated processes. These units are dedicated to the needs of two different toll processing customers. Products may be sold directly from South Hampton's storage tanks or transported to the customers' location for storage and marketing. South Hampton, in support of the petrochemical operation, owns approximately 75 storage tanks with total capacity approaching 225,000 barrels, and 95 acres of land at the plant site, 55 acres of which are developed. South Hampton also owns a truck and railroad loading terminal consisting of storage tanks, four rail spurs, and truck and tank car loading facilities on approximately 53 acres of which 13 acres are developed.

The Company's mineral interest in the United States is its 55% ownership inter! est in an! inactive corporation, PEVM. PEVM's properties include 48 patented and 5 unpatented claims totaling approximately 1,500 acres. All of the claims are located in Lincoln County, Nevada.
